Updated Critical Areas Regulations

As part of the Growth Management Act, the City of Lake Stevens has reviewed and adopted updated critical area regulations. The update follows state requirements for jurisdictions to review their critical area ordinances as part of their mandatory Comprehensive Plan update.

The critical area ordinance has been reviewed by city staff, the Washington State Department of Ecology, Planning Commission and City Council over the last 3 years. During this time key changes to how wetlands are reviewed were adopted by the Department of Ecology (DOE). The city has since included these changes into the critical areas ordinance and other policies as required by State Law. The critical areas ordinance includes updates such as:

  • Updated Wetland Rating System 
    Updated for compliance with the model ordinance and revised DOE rating system including the July 2018 Supplement.
  • Mitigation/Enhancement Plan Requirements
    Updated mitigation strategies to include more options for alternatives including innovative designs for mitigation plans

    The updated critical areas ordinance will become effective as of September 26th, 2019.  Complete projects submitted and accepted by the city before September 26th, 2019 will be vested under the previous critical areas ordinance. The complete ordinance is available on our website linked below:
