Downtown Subarea Plan
Lake Stevens Downtown Planning the Next Step

In 2005, the Greater Lake Stevens Chamber of Commerce with public input developed the Lake Stevens Towncenter Concept Plan.
  • When this plan was completed, the city of Lake Stevens had fewer than 8,000 residents.
  • Now the city has a total population of nearly 30,000 residents and has adopted two subareas (20th Street SE Corridor and the Lake Stevens Center).
  • The city believes that it should revisit this plan to identify the services and uses Downtown Lake Stevens can provide to the community that compliment other planning efforts.

In 2012, the city developed an updated 2012 Framework Plan that considered a proposed road network, possible development concept and design regulations along with a Capital Improvement Plan and a sewer capacity analysis.

Planning Process
The city has begun a new community-wide effort to update the long-term vision for Downtown Lake Stevens and invites public input in this effort as it creates a final subarea plan.
  • Inventory & Analysis – The city will determine what issues affect redevelopment and new development, identify potential land uses, and prepare objectives and principles for review.
  • Community Visioning – The city will meet with property owners, business owners and area residents to discuss their ideas for Downtown Lake Stevens.
  • Urban Design – The city will propose a concept for downtown including land uses, streetscape, pedestrian paths, and open spaces and parks for public review.
  • Implementation – The city will prepare a final plan that includes proposed future zoning regulations, design guidelines, and transportation improvements.
