Annual Comprehensive Plan Docket
Public Hearings for Ratification of 2026 Comprehensive Plan Scheduled for February 18 and 24, 2026
Every year, citizens can request amendments to the Comprehensive Plan and its implementing ordinances through a process known as "docketing," outlined in RCW 36.70A.470(2). As detailed in the city's Comprehensive Plan Introduction, docket proposals are accepted through January 31st of each year for consideration during the current year and provide citizens with the opportunity to voice their opinion on how the city should take shape. The deadline for 2026 citizen-initiated amendments was January 31, 2026, and no citizen-initiated proposals were received.
City-initiated text amendments are proposed for the Parks, Recreation and Open Space Element to reflect the upcoming adoption of the Parks, Recreation and Open Space (PROS) Plan; Capital Facilities Element; and Appendices along with standard administrative updates. The 2026 docket also includes proposed amendments to the 20th St SE Corridor Subarea Plan; Downtown Lake Stevens Subarea Plan; and Lake Stevens Center Subarea Plan.
Map amendments (and concurrent rezones) to Public/Semi-Public are proposed for two parcels acquired by the City of Lake Stevens in 2025. APN 00604900000502 (2326 Soper Hill Rd) is located adjacent to Eagle Heights Park and APN 00457100004200 (2608 103rd Ave SE) is located in the southern portion of the city. Both parcels have existing land use designations of Medium Density Residential and zoning designations of R6.
Per the Notice of Public Hearing, the Planning Commission will review and make a recommendation on ratification of the 2026 docket during their February 18, 2026 meeting, which will then be considered by the City Council at their February 24, 2026 meeting. Adoption of the annual docket is a Type VI land use application that is expected in late 2026.
