Engineering Design and Development Standards (EDDS)

What are the EDDS?

The Engineering Design and Development Standards (EDDS) were adopted in 2009 for transportation, drainage, and utility facilities constructed in the City of Lake Stevens. These standards ensure that new and reconstructed infrastructure meets city, state, federal and industry standards for safety, construction, maintenance, level of service, and water quality.

July 2025 - Adopted Amendments to Chapter 1

Pursuant to Lake Stevens Municipal Code (LSMC) 14.16A.170, the Department of Public Works has amended Chapter 1 of the Lake Stevens Engineering Design and Development Standards (EDDS). Future amendments for Sections 2 through 9 and the Appendices are planned to follow throughout 2025.

Comment Period (closed): The proposed amendments for Section 1 were published for public comment on June 9, 2025. The public comment period ended at 5:00 p.m. on June 23, 2025. Thank you for your comments and suggestions! Our team has reviewed the comments received and prepared responses, decisions, and incorporated additional revisions to Chapter 1 as needed. The comments received and our associated responses and decisions can be viewed in the above document titled "Council Notice of Proposed Adoption 07-30-25."


What's Next?

An update to the EDDS is underway! Subscribe to be notified of additional proposed changes. Updates will be released on a per-chapter basis, followed by a 10-business-day public comment period prior to adoption.
