2024 – 2044 City of Lake Stevens Comprehensive Plan
The Lake Stevens Comprehensive Plan helps guide growth and development in the city over a 20-year period. It includes specific growth targets for population, housing and employment, and covers a wide variety of topics. The plan addresses how the city will house a growing population; balance a developing employment sector and revitalize its shopping districts; provide for public roads, utilities and other infrastructure and services; and ensure the community continues to enjoy a clean safe environment to work and play.
As detailed on the 2024 Comprehensive Plan Update page, the city adopted the 2024-2044 Comprehensive Plan on October 22, 2024 via Ordinance 1188, with a minor amendment on February 25, 2025. Prior to that, the last major update was completed in 2015, as adopted by Ordinance 937.
The city is allowed to amend the Comprehensive Plan once a year through its annual Comprehensive Plan docket.

Growth Management ActThe Growth Management Act (GMA), first adopted in 1990, requires cities and counties to develop a comprehensive plan to manage their population and employment growth. The GMA establishes a series of planning goals that include protecting critical areas and natural resource lands, designating urban growth areas, preparing comprehensive plans and implementing them through capital investments and development regulations.
